Nail base shoe into the baseboard (not the floor) with brads so the floor can expand and contract freely beneath it. Follow finishing instructions appropriate to the species.
Do I always need base shoe with baseboard?
Not always. If the floor is flat and the baseboard sits tight against the floor surface, base shoe is optional. If there is a visible gap between the baseboard and the floor (common with floating floors and uneven subfloors), base shoe covers it cleanly.
